Compare Virginia out-of-state pathways
Standard first-time applicant
If no qualifying out-of-state route applies, complete 60-hour Virginia education, pass the National and Virginia portions, and submit the standard signed application.
Traditional reciprocity
Requires a current, unexpired out-of-state Salesperson license, substantially equivalent 60-hour education, the Virginia State portion, fingerprints, and a Virginia application. Provide an original Certification of Licensure or Letter of Good Standing from every jurisdiction, dated within 60 days of application receipt. This is not an automatic transfer.
Universal License Recognition
ULR is independent of traditional reciprocity. It requires a current valid similar-scope license, a neighboring-state or qualifying three-year route, good standing, no disqualifying pending complaints or professional discipline, successful completion of the Virginia Real Estate Exam, a separate ULR application, and individual Board review.
